Iran Halted Nuclear Weapons Program in 2003?

So now it appears the National Intelligence Estimate (NIE) says Iran stopped its nuclear program in 2003 and is still a "risk" though far less than President Bush and Vice President Cheney have been stating.  Looks like intrnal divisions in Administration policy are making it difficult for a more coherent policy.  Notice the article does say the report was requested by Senate Majority Leader Harry Reid.  Perhaps, this cools things down?
