It's the Tribes- Stupid!

The latest from Robert Kaplan at Atlantic Monthly.  In essence, if we are to deal effectively with the Middle East, we are going to have to stop the nearly monomaniacal focus on "national reconciliations" and focus on piecing together coalitions made up from a vast array of different tribal groups.
